He said the council will hold a second required hearing and consider approval of the annual action plan on April 15.
Council members stressed outreach methods and translation. Council member Ortiz asked whether outreach at the swap meet remains appropriate given recent immigration‑enforcement concerns and recommended alternate locations such as Food‑Truck Fridays or grocery anchors to reach more residents. Several members urged a mix of in‑person and online surveys to broaden participation, and requested staff to present how possible funds might be allocated among eligible categories (economic development, affordable housing, public services and public improvements).
Halverson said the application and public review are open and that staff will incorporate council guidance on timing and venues for outreach. The second public hearing and final plan approval are expected on April 15.
