The Seaside Planning Commission granted Restoration House a six‑month extension of its conditional approval to allow time for off‑site construction of modular micro‑studio units and concurrent state permitting.
Christian Zupancic, representing Restoration House, told the commission the project’s funding is secured and that the micro‑studios will be built off‑site. He asked for an extension "out of precaution" because the state permits for manufactured/modular units follow a separate process and timelines are uncertain.
Commissioners pressed the applicant on sequencing and displacement risk if the commission required demolition of an on‑site structure to meet the city's definition of "substantial construction." The applicant said the plan is to relocate a current resident into the main house and demolish the back house to satisfy the conditional‑use timing while modular units are fabricated.
Staff confirmed additional site development and civil permits (utilities, retaining wall, underground work) will be needed through the city and that those items would count as substantial construction for the city’s conditional‑use permit. The commission moved and voted to approve the six‑month extension; the motion carried by voice vote.
The extension gives the applicant time to complete off‑site manufacturing, finalize state permitting for modular units, complete required site work, and avoid a lapse of conditional‑use authority while the parallel permitting streams continue.
