The Northfield Public School Board approved updates to the student citizenship handbook on March 10 that align the handbook with the district’s recent reversion to the earlier Title IX policy and add a statutory reference to the Minnesota Human Rights Act.
Administration explained it had created separate reporting forms for Title IX incidents and for harassment/violence because the scope of Title IX has narrowed since the district's prior policy language. The administration acknowledged the separate forms could cause confusion and agreed to review categories and potentially add "discrimination" explicitly to the harassment/violence report form so students will not avoid filing appropriate complaints.
Board members asked about legal conformity and liability concerns related to federal and state law. Administration said it had consulted legal guidance and an attorney-general opinion and, as of the meeting, was comfortable the handbook aligns with current guidance but that the district would continue to monitor legal developments and adjust forms or procedures as needed.
The board approved the handbook updates by voice vote and directed administration to refine reporting forms and return with clarifying language and examples where appropriate.
