The mayor nominated Alfonso Arroyo to an at-large seat on that commission and Lopez said Arroyo cleared the city’s background check.
Lopez reviewed the Planning Commission’s duties under the Oxnard City Code and the California Government Code, including general-plan implementation, zoning and subdivision matters and capital-improvement program review, and said Mayor MacArthur nominated Edgar Ferrer to an at-large seat (Ferrer has passed background checks).
She described the Senior Services Commission as a seven-member panel that analyzes needs of senior citizens and develops recommendations for the council; members must be Oxnard residents and at least 50 years old. Lopez said Mayor MacArthur nominated Maria Magdalena Fabia to serve at large and that she passed required background checks. Lopez noted the commission meets on the second Tuesday each month at 10 a.m. at the Joslyn Lawn Bowls Clubhouse.
On the library board, Lopez said the council in 2025 approved changes to the board’s structure to comply with the California Education Code — adjusting member counts, establishing three-year staggered terms and permitting members to serve three consecutive terms. The mayor’s nominees for five at-large library board seats are Sarah Pena, Thomas Kristen Nielsen, Michelle Robledo Canchola, Estela Carrasas and Emily Ramsey; Lopez said all listed nominees have passed the city’s background checks.
