Committee amends and advances bill creating separate turkey-hunting permit and conservation stamp

The Natural Resources and the Environment committee amended and approved House Bill 432, a measure to create a separate turkey-hunting permit and an optional commemorative stamp whose proceeds would support turkey conservation.
Representative Kelly, the bill’s sponsor, said the permit would be free for Georgia residents and $100 for nonresidents and that a turkey stamp would be created by the department as a keepsake and conservation fundraiser. Kelly told members the permit will allow the state to know how many turkey hunters it has, because turkey hunters are currently combined with other game on a shared permit.
Committee members debated the department’s request for additional time to prepare the permit and stamp. The sponsor asked the committee to change two dates to 07/01/2027 so the department would have time to design the stamp and update its website; one member suggested 01/01/2027 as an alternative to speed implementation. The committee moved to amend the dates to 07/01/2027, seconded and the amendment passed; the committee then voted to pass HB 432 as amended.
Representative Kelly said he would consult with the department on whether an earlier effective date could be feasible and expressed hope leadership would carry the bill forward.
