On the signal interconnect (Phase 2) along James Street and South Salina Street, Robinson said the recent rebid exceeded the available budget and requested an additional $260,000 for the construction phase. She described the funding mix as approximately 57% federal reimbursement, 11% state (Marcela referenced in discussion), and 32% local share after the increase, and said the overall project cost is now just under $4.6 million.
"We bid this project last year and weren't able to award it, so we rebid it recently," Robinson said. "Unfortunately, it came in above what our budget is, so we're asking for an additional 260,000 for the construction phase."
Robinson also reviewed an East Calvin Street box-culvert replacement (over Meadowbrook), which she said is a TIP project estimated at $1,476,000 and expected to be 100% reimbursable. She noted the ordinance needs language to make any costs above the contract the city's local share, and that the schedule envisions about 24 months from design through replacement.
Councilors asked for specifics on the corridor limits and which intersections are included; Robinson offered to provide a more detailed map. The council did not vote on the amendments during the study session and staff said they would return with formal ordinance language and any necessary agreement amendments with state agencies.
