Mount Clemens adopts resolution opposing Senate Bill 1031, citing fiscal risk to communities

The Mount Clemens City Commission approved a resolution opposing Senate Bill 1031, which would amend Public Act 206 of 1893, and agreed to forward the resolution to the governor and local legislative representatives.
Staff presented a resolution recommended by the Macomb Area Communities for Regional Opportunities (MACRO). A staff speaker said the bill would be fiscally detrimental to communities because it would limit a municipality’s ability to grow tax revenue from new utility personal property investments and offers no reimbursement for lost revenue.
“We’re talking about an impact that would be in the $600,000 range,” the staff speaker said when discussing MACRO member communities’ estimates, while noting the precise effect on Mount Clemens was not known off the top of staff’s head.
Commissioners asked about the local financial impact; staff replied the exact number for Mount Clemens was not available at the meeting. After brief discussion, the commission approved the resolution by roll call vote.
