Board hears CEVA/SEVA charter presentation; grants request to take Foxtrail Academy application to state institute

The board heard a presentation from SEVA (CIBA) leadership on March 4 describing the charter high school’s 29‑year history, program approach (quantum learning pedagogy), student performance and community support. Executive director Randy Zimmerman and governing board members emphasized low staff turnover, strong academic results and community engagement. Board members asked clarifying questions about finances and program metrics and the item will return to the board for action on March 18.

Separately, staff presented a nonaction request from Foxtrail Academy (a charter concept focused on ABA therapy and services for students with disabilities) asking permission to submit its application directly to the state Charter School Institute (CSI). Staff explained CSI authorization relieves the local district of authorizing responsibilities and related financial obligations; if CSI authorizes the school, the district would be a pass‑through for per‑pupil funding and not the authorizer. The board indicated it would place the relinquishment on a future consent agenda to allow Foxtrail to proceed with CSI should the school choose that route.

Board members asked whether CSI authorization would shift financial responsibilities (staff said it would) and inquired about expected timelines; staff said CSI has multiple application windows and that an earliest opening date would likely be August 2027 if the application proceeds on a next‑year timeline.

No final authorizations of either charter were made at the March 4 meeting; the SEVA renewal will return for action and the Foxtrail relinquishment will appear on a consent docket for future consideration.
