Joseph Heck of Projects Plus said the project will outlet drainage to East Grassy Creek and use a wet detention pond and control box meeting county and town standards; the development also requested a utility encroachment to bore a low‑pressure force main under the creek rather than an open cut. Surveyor Greg Cantwell told the board he recommended conditional approval with these requirements: obtain a clear review letter from Burke; prohibit trails or sidewalks inside the easement; post a $30,000 bond for the outlet; and require 48‑hour notice before entering the easement.
Board members discussed bids for spraying earlier in the meeting and noted one bidder had provided company checks rather than certified or cashier's checks; the board voted to allow county staff to review legal requirements and return recommendations at the next meeting. After the Pleasant Creek presentation, a board member moved to approve both Pleasant Creek items with the four conditions; another member seconded, and the board approved by voice vote.
The conditional approval binds the developer to the county's stated requirements; county staff (survey/engineering) will monitor completion of the conditions and report back with a formal recommendation for awarding the related spraying contract where applicable.
