The Board of County Commissioners approved March 5 an amendment to the contract with HDR for the Rose Peak water‑main replacement project. Utilities engineer Kishore Banda explained Amendment No. 1 expands HDR’s scope to finish 100% design, prepare bid documents, assist in permitting and provide construction assistance, for an amount not to exceed $249,927. The total contract value with Amendment No. 1 becomes not to exceed $539,856 and extends the contract through February 28, 2027.
Banda said the project has 30% design completed and is pursuing EPA community grant funding; the amendment responds to additional requirements attached to the funding program and will support final design and NEPA‑related services. The county manager noted the Rose Peak project is among those Lyon County has pursued for congressional funding in past years.
The board approved the amendment by motion; the vote was recorded as unanimous (5–0). The project will be funded through the Dayton Water Fund and is eligible for reimbursement under the EPA program; the applicant will pursue required cultural surveys and permitting steps before construction.
Next steps: finalize design documents, submit and track EPA grant applications, complete cultural and permitting work and return for construction‑phase approvals and documents.
