Staff says Ranger Station Park is open for soft use; major building work deferred to later phase

Sandy Phillips, Public Works, told the Sedona Historic Preservation Commission that Ranger Station Park is in a soft opening with the grass, shared-use paths and ADA-accessible restroom available to visitors and with parking striped, including ADA stalls.
"We do have an ADA restroom and a regular restroom for any visitors currently to the park," Phillips said, and added that maintenance crews have been finishing small items such as signage and a dog-waste station. Phillips said the park is seeing regular public use and that plantings and three recently donated apple trees are becoming established.
The update included building-status details: restroom plans are approximately 90% complete, though staff have not finalized exterior colors, and staff are targeting construction to begin in the fall. Phillips said the barn interior and the associated house work are moving forward but that access to the barn loft did not meet code because of headroom limitations, so staff will delay installing a stair-and-landing to avoid major structural or visual impacts.
"In order to get stairway up, it had to have a landing and turn because of the pitch of the roof, and so there wasn't enough headroom," Phillips said, explaining the decision to defer the loft retrofit to a later phase so the building can open for public use sooner.
Commissioners discussed interior interpretation and furnishings for the house, with one commissioner urging a period-appropriate approach while staff described the immediate goal as delivering a clean, neutral "vanilla box" interior that can later be furnished with interpretive panels and artifacts. Commissioners also discussed coordinating donor benches and tree placements with the working group and site plans.
Staff said a structural element intended for the site had been delayed in shipment and that they are tracking the vendor's updates; commissioners and the mayor are discussing timing for a formal grand opening once shipment timing is confirmed. Phillips said the mayor hopes for an October or early November celebration if the shipment arrives as expected.
The commission asked staff to return with updates on the restroom review (Community Development review) and with a plan for interior interpretation and donor placement as the park usage patterns become clear. No formal action was taken on the update; it was received for information.
