Oro Valley narrows intergovernmental agreement with Marana to biking initiatives

Oro Valley — The Tourism Advisory Commission reviewed an update on an intergovernmental agreement (IGA) with the town of Marana that staff said has been narrowed to biking-related activities.
Paul Melcher told commissioners the IGA language was revised to focus on biking initiatives after discussions with Marana and that broader tourism collaborations (golf, sporting events, other leisure activities) may be memorialized in future, more-specific agreements once the leisure travel plan is completed.
"It's an intergovernmental agreement between the towns of Marana and Oro Valley for biking related activities," Melcher said, adding that the towns have an existing partnership on cycling events, including the Tucson Bicycle Classic / Echelon Gran Fondo. He noted that for some events (Project Echelon) costs have been split 50/50, while other event-site costs are handled by the event organizer.
Staff described how future biking events, including road and mountain biking, could be managed under the umbrella IGA with site-specific letters of agreement executed by the two town managers, avoiding council action for every single event. Commissioners encouraged sports and venue collaboration as a near-term opportunity to drive visitation, with staff noting the PlayEasy platform is already used to promote facilities and support event recruitment.
No formal action was taken on the IGA at the commission meeting; staff said the draft IGA will be considered by town council on Feb. 4 with the revised scope limited to biking.
