Resident alleges unlicensed short‑term rentals and unaddressed code violations; mayor requests staff report

Diane Hall told the Oro Valley Town Council she has repeatedly raised concerns about a neighboring property that, she said, was remodeled and advertised as multiple short‑term rentals without required town licenses or proper permits.
Hall said the property began as a 1,874‑square‑foot house and was remodeled to about 3,229 square feet with six bedrooms, five bathrooms and four kitchens; she asserted the owner now advertises four separate living units on short‑term rental platforms despite not living on the property or holding a town short‑term rental license. Hall said she has been corresponding with senior code compliance staff and that the town sent letters dated Jan. 27 and Apr. 14, 2025 outlining violations but that enforcement has not occurred.
"If the town isn't going to enforce their own ordinances, codes, or penalties... the town might as well completely delete any requirements, fees, or penalties on short term rentals for everyone," Hall told the council.
Mayor Winfield asked Town Manager Wilkins to provide a report to council on the complaints Hall described; the mayor also noted that council may direct staff to review the matter or place it on a future agenda under Arizona Open Meeting Law rules.
