The plan presented by Cutter outlines 20 recommendations and five longer-term "big ideas," along with a 10-year implementation roadmap, order-of-magnitude cost estimates, and key performance indicators (KPIs) intended to guide the town's tourism strategy. Cutter said the document is focused on leisure tourism but includes provisions to leverage group and business travel through "bleisure" strategies that encourage meeting attendees to stay before or after conferences.
