Paul, a town staff member presenting the guidance, told commissioners the agenda will be structured so commissioners can request additional study; he said staff will "convey that to town council" for a council decision on whether to authorize follow-up work. Several commissioners asked for clearer mechanics about how and when items that fall outside a staff presentation can be added for study.
During that discussion, Commissioner (name withheld in transcript) moved that staff recommend to the Town Council "a future agenda item about status of relationship between the town of Oro Valley and the El Conquistador and the Westward Look Resort." The motion was seconded and approved on a voice vote.
Commissioners also raised procedural questions about study sessions: Paul explained that because council study sessions typically do not include motions, the remedy for the commission is to pass a motion requesting the council authorize further study or reporting so staff can act. The commission approved the Jan. 26 special-session minutes earlier in the meeting.
The motion asking the Town Council to examine resort relationships will be transmitted as part of the commission's meeting summary and recommended action items. No further formal action on the resorts was taken at the meeting; the request is for the council to place the issue on a future agenda for consideration.
The commission concluded the agenda item by asking staff to confirm what costs or data (for example, subscription costs for market-report services) would be required to support future studies.
