Mount Clemens approves $106,630 federal grant for Dial-A-Ride facility upgrades

The Mount Clemens City Commission voted Tuesday to approve a funding agreement with the Suburban Mobility Authority for Regional Transportation (SMART) that will bring a $106,630 MAP-21 federal capital grant to the city for repairs at the Dial-A-Ride office and garage at 97 Eldridge.
City administration said the grant will cover a roof replacement and installation of energy-efficient windows, doors and lighting, with the Michigan Department of Transportation funding the required match portion. “The total amount awarded is $106,630,” the city report stated.
The grant agreement will be a contractual document between Mount Clemens and SMART and has been reviewed by the city attorney, city administration said. Commissioner Manser praised staff for securing the award and asked whether bids for the work will stay within the allotted grant amount; a staff member replied that the work should be limited by the available funds.
A staff member also called attention to a provision in the agreement—paragraph 12—that prohibits assignment, sale, or lease of the property without SMART’s approval, and described the clause as restrictive. The staff member said SMART offered no substantive explanation other than standard federal funding practice and that the clause is commonly included in federal contracts.
The commission approved the contract by roll call. The motion carried with all members present voting yes. The city manager’s office and the city attorney will finalize documents necessary to execute the agreement.
The work is intended to improve facility conditions and energy efficiency; specific timelines for bidding and construction were not specified.
