Staff presented an enclosed map and an assessment schedule showing an estimated 2017–18 expense of $60,000. The proposed rates — $9.24 for primary streets and $4.23 for secondary streets — were calculated to produce an estimated $54,900 in revenue. A member of the public asked who would cover the roughly $6,000 shortfall; staff said the difference would come from the fund balance.
A motion to close the first public hearing, adopt the rates, instruct the assessor to prepare a special-assessment roll and set Nov. 20, 2017 for the second hearing passed on roll call.
The commission’s action instructs staff to prepare the assessment roll and return for the second hearing on Nov. 20; the ordinance or final levy will be considered after the assessment roll is prepared and public notice is provided.
