Counsel explained the strike-and-insert, saying the amendment "adds solicitation of a minor and the nonconsensual disclosure of intimate images to the offenses that require a person to register as a *** offender." Counsel said the amendment removes language relating to extortion because the code already requires registration for that offense, and it also adds indecent exposure to a minor as an offense requiring registration. Counsel noted that the indecent-exposure provision was contemplated in a separate originating bill that is not yet law, and that the House will need to either pass that originating bill or strike the indecent-exposure section.
The vice chair moved to adopt the strike-and-insert amendment; the motion was adopted by voice vote and the chair declared the amendment adopted.
