Council hears updates on EMS renovation, wastewater upgrade and Clinch River Pavilion bids

Town staff briefed the council on three infrastructure projects.
EMS renovation: Manager Reed summarized an RFP issued for emergency medical services renovation. The RFP packet was released, a mandatory pre‑bid meeting is scheduled for Oct. 29 at the local EMS station and bids are due Nov. 19. Staff said the project includes federal congressional directed spending of $354,000 and a town match of $300,000, making a total project package of approximately $654,000; the project scope favors restructuring and reconfiguring the existing facility rather than full demolition and rebuild.
Wastewater treatment plant: Staff reported a kickoff meeting with Ordr's Construction on Sept. 29 and said work is expected to begin in November with an 18‑month completion window. Plant staff are reportedly optimistic about the improvements; staff acknowledged a recent pump (bell) failure and said replacement parts were ordered.
Clinch River Pavilion: Three bids were received for the pavilion project; the low bid, $260,325.37, came from Meritage Metal, a local Walnut Street firm. The contract covers construction of a pavilion, restrooms and a prep kitchen; the contractor anticipates beginning work in February and completing before market season.
Staff asked council to expect follow‑up updates and a public rollout for the North Tazewell revitalization information event on Oct. 16.
