John Kelly described the Minnesota GI Bill as a lifetime benefit set at $15,000 after the 2023 session and said the older $750 program is rarely used — "we've only paid out 3 of these in the last 5 years." The bill also includes technical updates and reporting requests so MDVA can track outcomes; lawmakers asked for additional data such as graduation figures from higher education institutions.
Committee counsel read the statutory definition of "resident student" (Subdivision 8) in response to questions about residency requirements for benefits. Following discussion, the subcommittee voted to recommend passage and referred Senate File 3957 to the full committee.
