John Kelly told the subcommittee the reclassification reflects agency growth and an evolved organizational structure: the health care division has about "1,600 employees" and the department oversees a budget "over $200,000,000," while the central office has about 89 staff. He said the title change would align MDVA with comparable agencies and provide clearer leadership for divisions overseeing healthcare, facilities and administrative functions.
Sen. Howe opposed changing the title without a clear demonstration it would produce different respect or leadership outcomes, and offered an A2 amendment to delete the reclassification. MDVA described the proposal as a leadership and organizational alignment measure and said it was not about any individual. The A2 amendment was defeated; the committee adopted a technical A3 amendment and voted to pass the bill as amended, recommending it to the full committee.
What happens next: The bill will go to the full committee for further consideration; sponsors said MDVA will review internal policies and staffing to implement the statutory changes if enacted.
