"The bid came in at $609,428 where we had previously estimated it was going to be somewhere around $1.2 [million]," Kirkland said, and noted staff and the project engineer reviewed the low bid to ensure bidders had not omitted required items. The engineer’s review and staff interviews indicated the low price reflected the bidder’s low overhead and mobilization costs and that the bidder was a local company based in Lakeland.
Kirkland said staff was recommending the commission award the contract to Tiger Contracting LLC. Commissioners asked whether bidders had known the city budgeted about $1.2 million; staff said the budget estimate was public in the city’s budget book and on the city website and that the engineer had used that amount as a probable construction cost when preparing estimates.
No formal award vote appears in the meeting transcript; staff made a recommendation for the commission to consider.
