Sarah Irvine, special projects administrator, presented a developer credit agreement for the Hunt Club Grove South subdivision, explaining the mechanism and the public benefit. She said the developer will construct a road extension (post‑Salter Road) and a reuse water utility improvement to city standards; in return the city will credit the developer’s impact fees up to the value of the public improvements.
Irvine said the road work estimate is a little over $1,000,000 and that the utility credit would be applied against wastewater impact fees for roughly 120 future homes. She explained the credits are calculated at the time building permits are pulled (permit‑time calculations reflect annual impact fee adjustments), so the crediting process may take years as permits are issued.
Commissioners asked clarification questions about timing and credits; Irvine said staff and finance will track the credit over permitting and that a separate joiner agreement is being prepared for a parcel owner who does not want to sign the primary agreement. She indicated the item will return to the commission with final agreements for approval.
No formal vote occurred at the work session; staff will bring the finalized agreement back for a future public meeting.
