The planning commission recommended approval and the board voted unanimously to accept the preliminary plat.
A second preliminary plat, Anderson’s River Estates in Spencer Brook Township, is a proposed eight-lot subdivision on about 124.54 acres. Planning staff noted wetlands and soil borings had been completed and raised a building-rights question related to the Rum River Scenic District (building rights can be tied to being within 700 feet of the ordinary high-water mark). The planning commission recommended approval with one condition; the board approved the plat with that condition.
A third preliminary plat, Old Heaven Hill (Jeff and Julie Sandquist) in Cambridge Township at Scoldman Lake, proposes four lots on about 25.18 acres; MnDOT and the county highway engineer provided comments because the property borders State Highway 95. The planning commission recommended approval with three conditions; the board approved the recommendation.
The board also considered a conditional-use permit for Evergreen Acres (Thomas Wolfson trustee / Evergreen Acres) to operate a seasonal wedding and event venue on a 9.05-acre parcel in Springville Township. The item had been tabled previously to allow a noise-abatement study. Planning staff and the commission recommended approval with 27 conditions and five findings; a neighbor expressed traffic concerns related to State Highway 95 and staff advised contacting MnDOT for traffic-control matters outside county jurisdiction. The board approved the CUP by resolution and vote with the listed conditions.
