Isanti County tables $346,653 snowplow truck purchase amid CIP and funding questions

The Isanti County Board tabled a request to purchase a tandem snowplow truck and associated upfit and components after a detailed presentation and discussion about capital planning and funding.

County Highway Engineer Justin Bergerson described the county’s aging plow fleet, DOT compliance requirements and escalating replacement and component costs. He requested approval to buy a Western Star 47x tandem-axle cab and chassis under state contract for $160,189.50 plus applicable Minnesota motor vehicle sales tax and fees, and to purchase Towmaster snowplow body, wing and hydraulic equipment under state contract for $186,464. "The request today ... would be the approval of a Western Star ... in the amount of $160,189.50" and the Towmaster quote of $186,464, he said, noting those are state-contract prices.

Commissioners questioned funding sources and whether the purchase should be approved before the board had discussed CIP priorities and wheelage tax allocation. Staff confirmed there is a CIP line and a wheelage tax fund balance but several commissioners asked for a call meeting to review priorities and potential use of wheelage funds. Because the Towmaster contract pricing window and state-contract terms may change, staff warned of some risk to delaying too long.

On a motion to table the item (to allow further CIP discussion), the board voted to table the purchase; the transcript records a motion and second and a voice vote to table but does not include a roll-call tally. The combined quoted equipment cost is $346,653.50 before taxes and fees; final costs will depend on bids, contract terms and sales tax.
