Isanti County board approves using opioid-settlement funds to reimburse public-health staff

Isanti County Health and Human Services asked the county board to approve using opioid settlement dollars to reimburse staff time spent on settlement oversight and substance-use prevention activities.
Health and Human Services staff said the memorandum of agreement governing opioid settlement dollars allows up to 10% of total funds to be allocated toward administration and related staff expenses. For the period under review staff identified $17,498.99 in public-health staff activities that were not covered by other grants and requested a resolution authorizing use of the settlement funds for these administrative expenses.
Commissioners asked whether the 10% allowance applies to salary alone or salary plus benefits; staff replied that the allowance covers actual administrative expenses up to 10% of available settlement funds. A motion by the board to authorize the use of the funds was moved and seconded and approved by voice vote.
The action was taken by resolution; the board did not identify an effective-sunset date beyond what the memorandum of agreement specifies.
