Sheriff urges jail wiring upgrade after in-custody death; county to add jail wiring and CAD/RMS migration to CIP

The sheriff presented a vendor-provided equipment quote (Accurate Controls) of about $149,900 for intercom stations and a separate wiring/installation estimate from DSC; together the preliminary combined figures were described as just shy of $300,000. Commissioners asked whether the county's insurance provider (MCIT) had been consulted; administration said MCIT had been involved after the earlier jail death but staff had not yet discussed this specific wiring project with MCIT and would seek input on liability and prioritization.
Board members discussed occupancy: of 111 beds the sheriff reported 20 people in custody that morning and an average nearer 30; most daily inmates are housed in the older, secured portion where the proposed work would occur.
The sheriff also gave an update on the county's computer-aided dispatch/records-management (CAT/RMS) work. The county returned from an Oracle pilot to LATG (Central Square) and was offered an upgrade path to ProSuite. Central Square proposed no license fee for the system in 2027 and a data-migration cost shared among agencies; the sheriff estimated Isanti County's portion of migration costs at roughly $50,000 and total transition costs, net of multi-agency maintenance savings, at about $100,000.
Chair confirmed staff would place two CIP placeholders for future board consideration: the jail wiring project and the LATG-to-ProSuite migration. The sheriff said he would request vendor clarification on camera-wiring add-ons and timing, and administration agreed to consult MCIT about liability implications.
