Planning commission meeting adjourns for lack of quorum; attorney to review options for applicants

The Planning Commission was called to order but adjourned Tuesday evening after the county attorney said a quorum was not present and advised against taking testimony or placing applications into the record.
The chair told attendees she was attempting to reach two members who were en route and asked the attorney for guidance. "Based on the lack of quorum at this time, I'd recommend that...you adjourn the meeting," the attorney said. The chair then described two options for applicants: hold a special early meeting to accommodate them or pass the application directly to the Gadsden County Board of County Commissioners after further review.
Morris Roosevelt, who joined the meeting online, asked whether the application could be moved to the next county commission meeting. "Would it be appropriate...that we move forward with this application here for it to go forward to the next Gadsden County BOCC meeting?" Roosevelt asked. The attorney responded that he was not yet familiar with the application and asked Roosevelt to submit it the following day so he could determine whether a special meeting should be scheduled or whether the matter could be sent to the county commission.
The chair said the county offices were closed Monday and that applicants should expect a response by Tuesday. She also voiced concern that the county ordinance requiring a quorum of 10 planning-commission members makes convening difficult and asked the attorney to review whether the quorum rule could be changed to a smaller configuration (she suggested "5 plus 1" as an example).
The attorney agreed to review the quorum rule and related procedures and to communicate recommended next steps. "I will take a look at that, madam chair," he said. The chair then announced, "this meeting is not able to commence because of a lack of quorum," and adjourned the session.
No formal hearings, votes, or evidentiary records were taken during the session. The attorney’s review will determine whether the planning staff will schedule a special meeting or whether the application will be forwarded to the Gadsden County Board of County Commissioners for consideration.
