Commissioners supporting the change said placing the money in the county’s Elder Affairs budget would allow broader distribution of services countywide and avoid operational problems that previously limited senior programming. One commissioner summarized the plan as: transfer the funds to the department and let the county administrator and staff determine implementation details, with the option to bring the item back to the board for clarification.
County staff and Ms. Frierson, who addressed the board about senior programming, raised operational constraints tied to county spending rules. "I cannot account for how many people are actually going to go bowling," Ms. Frierson told the board, saying the county’s payment processes require line items and documentation (promotional line items, food line items and clerk procedures) that limit how funds can be used for spontaneous or variable head-count activities.
