The City Commission of North Lauderdale voted to award a construction contract to Shenandoah General Construction LLC for $868,050 to install backflow-control valves at the C-14 pump station, part of a multi-phased effort to reduce flooding and stop canal backflow into the city.
City manager explained the backflow valves will be controlled to prevent water from flowing back into the city's canal system when neighboring jurisdictions pump downstream. Staff said three vendors submitted responsive bids and Shenandoah was the lowest responsive bidder at $868,050; other responsive bids included Lando Construction ($1,050,000) and Razorback LLC ($1,200,000). One proposer submitted an incomplete bid and was excluded.
A resident questioned whether simple check valves would be a cheaper, easier option. The public works director responded that the selected device is a form of check valve known as a Wapro or "duckbill" valve, which operates as a one-way device without electrical or hydraulic actuation and was selected to minimize maintenance and complexity.
The commission approved the award and authorized staff to issue a notice to proceed. The project is described as part of broader pump station upgrades to alleviate flooding.
