Oro Valley reports progress on 10-year general plan; 100 of 310 actions addressed

Principal planner Malini Sims presented the town's 2025 annual progress report on the general plan "Your Voice, Our Future," telling council that the report documents how the 10-year plan led to projects and actions across departments. "100 of the 310 actions in the current plan have been addressed by either being completed or maintained, prioritized through the current strategic plan to be completed soon, or worked on with Ovi's Path Forward," Sims said.
Sims said the report is required by state law and serves to show residents how the plan's commitments have been implemented. She identified four actions completed during the past year, including a town facility and space-needs study, renewed partnerships for use of school fields, restarted public art tours and an annual housing inventory to meet new state requirements.
Sims tied several continuing projects to plan actions: Festoso Trails Nature Preserve invasive-species removal and volunteer work; construction of the Northwest recharge and recovery delivery system to increase town water delivery capacity; and OV Trails Connect, a trails master plan nearing a complete draft. She also said two code amendments (lighting standards and design standards) will be proposed soon.
Council members praised the report and staff engagement. Vice Mayor Barrett called it "pretty impressive" that action items have been addressed in various ways; Council Member Murphy thanked staff for the comprehensive work and community engagement. Sims noted that the 2025 report will be the last annual progress report for this plan if voters approve Ovi's Path Forward in November.
