TRC conditionally approves commercial site plan after committee and applicant resolve dumpster, irrigation and comment responses

The City of DeLand Technical Review Committee on Dec. 15 conditionally approved a commercial site plan after discussing landscaping/forestry comments, a dumpster pad encroachment and irrigation-metering rules. The applicant agreed to review alternate dumpster locations, add screening or shift the pad if an adjacent property owner (Walmart) does not control the area, and to address irrigation by tying the irrigation into the domestic meter or pursuing a permitted well or reclaimed-water option where feasible.
Applicant Evan Jackson said he received the reviewer comments and described the submission as straightforward. Committee staff directed him to respond to reviewers in the permit portal and to re-submit plan changes: “Overall, I feel it's pretty straightforward,” Jackson said.
The committee focused on a dumpster pad shown slightly across the building setback on the southern boundary; staff noted the parcel could be part of the adjacent Walmart property, which, if confirmed, would eliminate the setback conflict. Staff recommended the applicant consider moving the dumpster to three parking spaces shown on the plan or shielding it with landscaping while running a truck-turn analysis to confirm serviceability.
On irrigation, staff clarified the city no longer allows separate irrigation-only meters. The irrigation must either tap past the domestic meter or use reclaimed water where available; because reclaimed water is not readily available to this site, staff said a private well — subject to health-department approval — could be an alternative.
A committee member moved to conditionally approve the plan based on responses to reviewer comments and addressing the drainage/irrigation/dumpster issues; the motion was seconded and carried by voice vote. Staff asked the applicant to submit written responses in the portal for the record and to coordinate with individual reviewers as needed.
Next steps: the applicant will prepare revised plans or a justification letter, run any required truck-turn analyses, and submit responses in the permit portal for staff review before final permit issuance.
