County parks staff seek capital adjustment to buy equipment and bring work in-house

Mr. Beck explained the recommendation and introduced Ryan, who said the county has outsourced these services for the past five years because it previously lacked in-house capability. Ryan told the board, "We paid, around $105,800 just in those services and labor," and said staff was requesting a capital adjustment of about $105,400 to buy equipment. He projected the equipment should pay for itself in about four years and that the county would see positive return on investment by year five, noting that some ongoing material purchases (sand, etc.) would continue to be contracted.
Commissioners asked whether the county would add staff to operate the equipment; Mr. Beck said the request did not include additional payroll and that bringing the work in-house should save labor costs paid to subcontractors. Commissioners and staff agreed the yard and courthouse landscaping have improved since in-house work began.
Next steps: the commission will consider the formal budget amendment on a later agenda where a vote could authorize the capital purchase.
