Board honors longtime employee John A. Bassett and approves exception to 180-day rehiring rule

At its Feb. 19 meeting the Sacramento Area Flood Control Agency board adopted a resolution of appreciation for John A. Bassett, applauding his 34 years of service to the agency, and approved a separate resolution finding an exception to the 180-day wait required under California Government Code language cited in the record so staff can execute a retired annuitant employment agreement with Bassett.
Executive Director Jason Campbell introduced the resolution recognizing Bassett’s tenure and contributions, saying Bassett has been a "stalwart" at the agency since joining in 1993 and calling out his institutional knowledge on acquisitions and project history. "John has been spending his time making sure that the community is safe," Campbell said.
Several board members offered tributes. Director Rodriguez thanked Bassett for his service to Sacramento County communities, and Vice Chair Holloway said Bassett always answered questions and provided thorough explanations. Vice Chair Holloway moved the resolution of appreciation and the chair seconded; the board approved it by voice vote.
After the recognition the board took up Item 16, Resolution No. 20026023, described on the record as findings in support of an exception to the 180-day waiting period and authorizing execution of a retired annuitant employment agreement with John Bassett. A board member noted a comment from a woman in the gallery who said the 180-day wait should not be waived; the board noted the comment but heard no public testimony and moved forward. The motion to adopt the exception was seconded and approved by voice vote.
Earlier, on the consent calendar, Director Aptis had asked members to note that the resolution related to the Valley Rail Sacramento Extension Project affects property that used to be his family’s ranch and said the condemnation from 30 years ago still resonates personally; the consent calendar (items 2–13) was approved by voice vote.
Bassett thanked the board, reflected on his work across project areas including Natomas and Folsom, thanked colleagues for their support and posed for photos with board members and his wife, who attended the meeting.
The chair announced the next meeting is March 19 and adjourned the session.
