Millard board approves multiple construction and maintenance contracts, including new turf fields

The Millard Public Schools Board voted Dec. 1 to approve a series of construction and maintenance contracts for district facilities, including field replacements, a school reroof and theater lighting upgrades.
At the meeting the board approved awarding the Aldrich Elementary reroof to Black Hawk Roof of Nebraska for $463,200 and a Cottonwood Elementary boiler replacement to Grunwald Mechanical for $69,091. The board also approved Cottonwood controls replacement to Engineered Controls Inc. for $198,770 and a Millard South theater lights replacement to Downs Electric for $735,700.
Board members spent the longest discussion on two synthetic turf projects. The board approved awarding the Miller North field replacement to Ni Maha Sports Construction for $1,301,214.41 and the Millard West field replacement to Neemaha Sports Construction for $1,666,280.67. District staff and vendors described the selected alternate turf as a non-infill, pad-based product with a longer product profile, a 12-year warranty and annual maintenance visits. A district representative said the product met safety and playability testing benchmarks and that the pad design provides more consistent shock attenuation than traditional sand-and-rubber infill systems. Board members pressed staff on drainage, warranty terms and long-term maintenance; an engineer from the vendor explained that the system drains through the turf into an engineered rock sub-base.
The board noted competitive bidding dynamics—some projects drew a single qualified bid while others were well-bid—and said that arriving under budget on several items gives the district flexibility for future projects. All motions to award contracts were moved, seconded and approved by roll call.
The contract approvals were presented as part of the consent and new-business agenda; the superintendent and operations staff answered technical questions about product differences, warranty coverage and community use of fields. The meeting record shows the board also approved personnel actions, the 2026 summer school proposal and accepted an unmodified audit for the 2025 fiscal year.
The board moved into executive session at the end of the public meeting for personnel matters.
