Hoover planning commission approves new event venue permit and several plats and zoning changes

The Hoover City Planning Commission approved a conditional-use permit for an event venue called Serendipity Hill at 2084 Valleydale Road and voted to approve multiple subdivision plats and zoning changes during its meeting.
The commission approved the conditional-use permit CO32606 after staff outlined four contingencies: bring parking and sidewalks into compliance with current accessibility standards; make driveway access improvements per the traffic analysis; submit civil-engineered site plans for permitting; and obtain a business license before opening. Janine Bailey, an applicant and Hoover resident, said the venue will be professionally managed, reservation-only and is designed for gatherings of up to 179 people. "We plan to have a professionally managed event venue designed to host gatherings ... up to a 179 people," Bailey said. She added, "It's not gonna be like a nightclub," and the applicants emphasized on-site management and limited, scheduled events to reduce neighborhood impact.
The commission also approved two subdivision plats. SO32608 (Borges resurvey, Greenside Phase 2) was approved following staff conditions to address technical plat notes and to submit a final signed mylar. SO32609 (Riverwalk Phase 1), a final plat to create 57 residential lots and six common-area lots and to vacate a 30-foot utility easement, was approved subject to a surety requirement of $118,900; one commissioner recorded an abstention on that vote.
On zoning matters, the commission approved ZO32602 to annex 3269 Monte Dior Drive and zone it R-1, ZO32603 to zone 3236 Pinehurst Drive R-1, and ZO32604 to change 204 Shelterwood Circle from R-1 to Residential Legacy Single-Family District to permit a front-porch encroachment. Guy Locker identified himself during the Shelterwood Circle hearing and told the commission the change is to allow a front porch on his home.
Staff reminded the Serendipity Hill applicants that an approval from the Riverchase architectural review remains outstanding and advised the applicants to secure that approval prior to filing for permits. The commission approved each item by voice vote; where abstentions or specific roll-call tallies were not recorded on the record, the votes were recorded as voice approvals.
The commission announced five cases that were continued to the April 6 meeting at 6:00 p.m., including the Yates addition in Martinwood Estates, Black Ridge Commercial Lots, Birch Tree Swim and Racquet Club, Black Ridge Parkway, and a conditional-use request for 900 Concourse Parkway. The meeting adjourned after the approvals and routine business.
