Council reviews multiple stormwater repairs and public‑purpose determinations for Bluff Park and Green Valley

City engineering staff presented a package of stormwater drainage issues affecting neighborhoods including Bluff Park and Green Valley and asked the council to declare the projects public purpose where work requires access to private easements.
Mister Broome outlined the process: field assessment, hydrologic and hydraulic (H&H) analysis, topographic surveys and then design and bidding. He told the council the city had consulted Jefferson County data and expects the miscellaneous drainage budget for 2026 or rollover funds from 2025 to cover the projects. "Once we get to the point where we see maybe this could fall on that, we engage legal to get their opinion on our review, and then we come before you to present them for public purpose," Broome said.
Staff presented separate findings for each location. For Chester Street (Bluff Park) engineers identified uncontrolled overland flow, sinkhole and pipe failure and recommended survey, engineering design and construction to mitigate roadway flooding. Glenwood Road near 1524 Glenwood also showed inlet overtopping and surcharging requiring an H&H study, design and repairs. In Green Valley, Napier Drive and adjacent roadways have historically experienced overtopping and surcharging; staff said a topo and H&H study are complete and construction bidding is the next step but the work will require easement waivers from private properties (Broome said about 18 properties may need to sign waivers for one case).
On Laredo Drive, staff said a collapsed drainage pipe near 360 Laredo Drive causes ponding that will be addressed by repairs spanning right‑of‑way and easements. Lester Lane in Bluff Park has collapsed pipe segments, a sinkhole and surcharging; staff recommended reviewing design plans then soliciting bids. Council members asked whether the draft resolutions already contain public‑purpose language; staff said the resolutions include the necessary findings supported by engineering attachments.
Why it matters: the projects address recurring roadway flooding and potential safety hazards for motorists and pedestrians and will require coordination for easement work with private property owners.
Next steps: staff will present each resolution individually at the regular Monday meeting and follow the H&H and design work, bid the projects and seek necessary easement waivers before construction.
