Hoover staff presented a proposed three‑year lease renewal with Crown Castle for the city’s dark fiber and explained how the cable supports public‑safety communications and city data needs.
The presenter (identified in the session as "Moose") said the city first contracted with Access Fiber in 2014 and later negotiated a lease after Crown Castle acquired that company. "They've actually agreed to do the cutover for free," Moose said, noting prior relocation work from AT&T and Charter had cost the city roughly $30,000–$40,000 in earlier projects. Staff said Crown Castle offered a three‑year renewal with identical monthly terms to the prior agreement.
City staff explained the fiber network connects city hall, the public service center and about 25–28 other facilities, carrying large volumes of data used for storage, security cameras and public‑safety systems. To illustrate capacity, the presenter showed a 144‑strand fiber cable and described multiplexing channels to support large data flows.
Council members asked whether the new lease and any relocation work would affect a previously approved AT&T/Charter relocation (tied to a local expansion project); staff said the timing for the Crown Castle lease renegotiation worked well with those moves and that some relocations would be handled without additional city cost.
