Public Works recommends Valley Asphalt award for annual asphalt and proposes rejuvenator treatment on select streets

Public Works reported the results of annual asphalt bidding and a proposed preventive maintenance treatment. The department received two responsive asphalt bids and recommended awarding the supply contract to Valley Asphalt Corporation at the lowest-and-best bid prices of $82 per ton for type 2 base asphalt and $88 per ton for type 1 surface asphalt. Staff said the budget included $50,000 from the permissive-use tax fund and Parks & Rec allocated $20,000 for golf-cart-path resurfacing performed by public works.
Staff also described using Recromite Asphalt Rejuvenator on selected streets that have substantial base work—particularly streets affected by last year’s water-main replacements—because the treatment helps restore asphalt flexibility, reduce surface porosity and slow surface aging. Pavement Technologies Inc. provided a proposal of $46,365 to perform the work. In discussion, staff initially described an approximate life-extension of 5–7 years and later referenced a 30% extension when clarifying numbers.
Council asked whether the treatment should be included routinely in major road projects; staff said they are evaluating options to incorporate the material mainly into water-main projects but flagged timing and contract-length considerations.
