Planning commission backs Map 2 in Grantsville annexation policy plan

The Grantsville Planning Commission on March 3 recommended that City Council accept the city’s annexation policy plan and forward Map 2 (the land‑areas map) as the staff‑preferred version.

Bill Cobabe, Grantsville’s community development director, told the commission that the annexation policy plan is required by state law and serves as a statement of the city’s preferences about areas it would consider for future annexation. "The annexation policy plan is a statement of desire, not necessarily, an actual requirement or anything," he said, stressing that the plan does not itself annex property but indicates where the city would consider annexation if property owners petition.

The draft plan shows three general areas labeled A, B and C. Commissioners asked about the plan’s limits (for example, whether area B would stop at a specified road) and whether other municipalities could claim broad areas; staff said state code expects coordination and contiguous annexation and that practical constraints — service provision, infrastructure and topography — limit unrealistic expansion. Several commissioners asked staff to confirm that Map 2 (land only) was the appropriate map to forward; staff recommended Map 2 over the alternative that included water areas.

No members of the public offered comments during the public hearing. A commissioner moved to recommend approval of the annexation policy plan and forward Map 2 to city council; the motion was seconded and approved by voice vote.

The recommendation will be transmitted to City Council for final adoption. Staff emphasized there is no imminent annexation associated with the plan; the map identifies areas the city would consider if owners pursue annexation.
