Elmore County Commission approves EMS RFP, election-assistance agreements, appointments and policy updates

At its Feb. 24 business meeting the Elmore County Commission approved a series of administrative actions including authorizing the chairman to execute election-assistance agreements with eight municipalities, awarding the emergency medical services request for proposal to the lowest responsible bidder, approving several board appointments, and adopting revisions to the county's public-notice policy for county road and bridge closures.
Chief engineer Luke McGinty told the commission the EMS contract currently in place expires in May and the EMS board solicited proposals; two companies responded and the EMS board recommended awarding the work to Haines Ambulance as the lowest responsible bidder. "The EMS board recommends awarding that to Haines Ambulance, which was the lowest, lowest responsible bidder," McGinty said. He said the EMS board will work on the contract terms and return to the commission for approval before the current contract expires.
The commission voted to authorize the chairman to execute optional agreements to assist municipalities with the 2025 municipal elections (providing poll pads, voting machines and related support) after McGinty said the agreements formalize each party's responsibilities and several municipalities had requested assistance.
The commission also approved appointments to local authorities and boards. The motion recorded in the business meeting approved William Deaton to the Central Elmore Water and Sewer Authority Board and approved Theodore Robert Ward to the Elmore Water and Sewer Authority Board. (The work-session packet earlier listed the Central board candidate as William Newton; the business meeting motion named William Deaton and no on-record clarification was made during the meeting.)
County staff presented and the commission approved revisions to the public-notice policy governing blanket conditions of county roads and bridges. McGinty explained the changes clarify the policy applies only to roads and bridges maintained by Elmore County (not state or municipal facilities), allow either the EMA director or the chief engineer to issue closure notices during a disaster, and introduce a standardized notice form to replace several prior templates.
Other routine business included approval of the memorandum of warrants for Feb. 1'14 (reported at $2,204,740.02), approval of the consent docket (including the proposed 16-lot Galloway Ridge plat), and acceptance of personnel notifications for hires, promotions and resignations. All motions recorded in the business meeting passed on roll-call votes with affirmative votes from the commissioners present.
What to watch next: the public hearing on vacation of Maverick Circle is scheduled for March 10, 2025 at 5 p.m.; the EMS board will finalize the recommended contract with Haines Ambulance and return to the commission for formal contract approval prior to the May contract expiration.
