Task force narrows bond values to emphasize cutting net carbon and reducing pollution after extended debate

Task force members spent much of the Nov. 17 meeting debating how strongly to embed climate goals into the values that will guide bond project prioritization.

Several members urged stronger language — including calls for the bond package to be carbon neutral or carbon negative — while others warned that an absolute requirement could block necessary safety and resiliency projects. One committee member pressed for a measurable approach, saying the group should aim for carbon neutral where feasible and use scoring at the working‑group level to balance tradeoffs.

After deliberation, the chair proposed language that the "2026 bond projects should minimize net carbon emissions and reduce the impacts of climate change," and members then discussed broadening the environmental language to include other pollution (ozone, particulate matter) and to emphasize responsiveness to public priorities. The group also debated how to weight values such as financial viability, leverage potential and historic inequities when projects are scored.

Members asked staff to present evaluation questions and scoring approaches at upcoming meetings so the working groups can translate values into actionable metrics. The chair said staff will circulate a new draft of the values and the related evaluation questions before the next meeting.

The task force did not adopt a final, fully worded, permanent standard at this meeting; instead, it agreed on draft language and directed staff to produce scoreable criteria for subsequent meetings.
