CapMetro approves $4.73M phase‑1 contract for Northeast demand‑response facility, cites $20M FTA grant

The CapMetro Board on Nov. 17 approved a resolution authorizing the president and CEO to finalize and execute a contract with Joe Glenn Construction LLC for Phase 1 construction of the Demand Response North facility at 10805 Cameron Road in Northeast Austin.
Marcus Guerrero, CapMetro’s director of facility design and construction, told the board the Phase 1 contract covers site excavation and soil removal, roadway improvements, off-site water-main and wastewater connections, intersection improvements at Cameron and Blue Goose Roads, traffic-control devices and drainage structures. The board-recorded contract amount in the meeting was $4,730,194 with a 25% contingency for a total not to exceed $5,912,742. Funding for the action is included in the FY26 capital projects budget and the agency’s five-year capital-improvement program; Guerrero also said the project includes a $20 million Federal Transit Administration grant.
CapMetro acquired approximately 25 acres of undeveloped land in Northeast Austin as the site. Staff said Phase 2 — including on-site grading, buildings, parking, lighting and other remaining construction — will return to the board for approval at a later date. Staff noted a soils-disposal agreement with an adjacent waste-management landfill will provide cost savings by receiving soils free of charge, and CapMetro plans public notices to adjacent property owners during construction.
After the presentation the board moved and seconded the item; the chair called for a voice vote and declared the motion approved unanimously.
Project timeline and next steps: Phase 1 construction was described as beginning in early 2026; staff will return with a Phase 2 recommendation in the months to come and continue coordination with Travis County and Austin Water Utility on cost-sharing for roadway and waterline upsizing.
