Deming Public Schools staff brought proposed updates to the district’s open enrollment policy (JFB) at the board’s March 5 work session, saying the changes are intended to align the written policy with current practice and provide administrative flexibility.
Mister Wyman presented the draft changes, which add definitions for school of residence, school choice, resident student and nonresident student; replace the term "pupil" with "student" throughout the policy; and remove a dated paragraph referencing non-Title I students that predates current federal guidance.
Wyman also said the district proposes flexibility for the application timeline. The previous policy fixed an application window from March 1 to April 30; the draft would permit the district to set the window each year in coordination with the school calendar and when the student information system is ready to open applications.
When asked how the district would communicate the application window, Wyman said staff typically announce dates via social media and email to parents and will continue those practices while updating the policy to reflect them.
The draft also includes administrative-control updates to centralize approval of mid-semester elementary transfers with the superintendent or the superintendent’s designee to support operational needs.
Board members reviewed how policies, regulations (JFB r) and exhibits relate to one another: policies require board action while regulations and exhibits do not, but staff said they will share regulations and exhibits with the board as they are developed.
No formal vote on JFB was recorded during the work session; the item was presented for board review and may return for action at a future regular meeting.
