Based on the company’s planned investment, Novartis was reported to be eligible for up to $2,310,000 in town grant payments distributed over eight years (about $288,750 per year).
Representatives for the applicant thanked town staff for their work; no speakers opposed the item. The council adopted resolution 2025‑408‑0 authorizing the grant agreement by a 7–0 vote.
What the approval means: The resolution authorizes the town manager to execute the incentive agreement that ties payments to project performance and investment milestones. The state and Wake County have been listed as partners in regional support; the town’s payment schedule is contingent on the company meeting agreed benchmarks and on other funding support that staff summarized during the hearing.
