Council moves ahead with sponsorship/naming‑rights consultant while agreeing to review all proposals
Summary
Council heard staff updates on a consolidated sponsorship and facility‑naming guideline and asked staff to proceed with consultant phases 2–3 while council reviews the internal thresholds; several members said they want to review all naming proposals initially (not just those above a $60,000 valuation).

Council members debated how the town should handle corporate sponsorship and facility naming rights and gave staff permission to advance contract phases with a consultant while the council refines review thresholds.
Assistant Town Manager John Letney and communications staff summarized work with the Superlative Group: phase 1 completed a confidential valuation of town assets, and phases 2–3 would prospect sponsors and manage negotiations and contract tracking. Staff presented a draft guideline and an addendum with sponsorship valuation thresholds; the packet originally listed a $50,000 threshold but staff said it should be $60,000 for council review.
Communications director Aaron Hudson told council staff’s preference was to have town staff review proposals valued below the $60,000 threshold while council reviews deals at or above that level. Multiple councilmembers pushed back. “I would be a lot more comfortable if we started a little slower on the Council review threshold,” one councilmember said, suggesting a lower threshold (for example, $25,000) or that council see every deal while the policy is new.
Concerns raised in council discussion included the confidentiality of negotiated deal terms (staff recommended bringing negotiations back in closed session), the town’s authority to refuse sponsorships that conflict with core values (staff proposed excluding political organizations and certain product categories), and whether the town should restrict companies that engage in lobbying. Several councilmembers asked staff and the town attorney to return with legal analysis on First Amendment considerations.
Outcome and next steps: council expressed consensus to proceed with phases 2 and 3 of the Superlative Group agreement (prospecting and contract management) while the council continues to review internal guidance and thresholds. Staff said they will bring negotiated proposals back to council for review (often in closed session, as negotiation law permits) and can adjust threshold levels after a trial period.
