What the plan contains: Administrator Joy Carpincasanti walked the board through highlights of the work plan and its Attachment A, noting topical briefings scheduled throughout the year: unpermitted food vending and hazardous waste management (March); a World Tuberculosis Day resolution (March); a legislative session wrap-up (March); regional office updates on gun violence prevention and a mortality briefing focused on Black males (April); overdose prevention, pet-business and zoonotic codes, and an R&R preview (May); board membership recruitment and a community health improvement plan (June); rates and rule votes timed to allow January implementation (September); and a Vashon Island marine recovery area resolution and 2027 planning later in the year.
Board requests and pacing: Members asked why R&R items clustered in the fall; Joy Carpincasanti said the schedule reflects workflow and implementation timing, including preparation for rates votes and the county's event calendar. Chair Mosqueda asked staff to add a brief administrative update on prior pet-business administrative changes when the zoonotics R&R is briefed so the public and new board members can clearly distinguish policy changes from administrative actions.
Vote and outcome: After adoption of Amendment No. 1 by voice vote, the clerk called the roll on the resolution as amended. The clerk announced adoption with an initial tally reported as 18 ayes and several members excused; the chair confirmed adoption of Resolution 26-02 as amended.
Next steps: Staff will proceed with the schedule as a living document, notify board members of finalized dates (the April meeting date was changed to April 29) and integrate requested clarifications into relevant briefings.
