Roosevelt County approves DOT capital outlay grant, DWI grant amendment and related resolutions

Roosevelt County commissioners approved multiple grant and resolution items during their Nov. 18 meeting, including a Department of Transportation capital outlay grant for road improvements, an amendment to the county's DWI grant, and two resolutions required for capital outlay participation and inter‑county support.

Staff told the board the DOT awarded the county "$5.25" while estimating the total project cost at "$6.52," meaning the county will provide the required match to cover the difference. The board moved and approved the grant agreement by voice vote.

DWI coordinator Bridal Jimenez described Amendment No. 1 to grant 20 6DG23, explaining the county applied in September and was awarded funds in October. She said roughly $10,000 would support overtime for directed patrols, checkpoints and events such as graduations and proms, and that $2,800 was requested for giveaway items. Jimenez noted that last year some counties had funds denied for giveaway purchases and that she had secured prior approvals to prevent the same issue this year. "We were awarded it in October ... for overtime for special activities like checkpoints," she said. The commission approved the amendment by voice vote.

The commission also passed Resolution 2025‑36, the DOT's required participation resolution for the FY2026 capital outlay award, and approved Resolution 2025‑37 sending support to Lincoln County in opposition to the Barber Springs Pump Storage Project; commissioners said they supported Lincoln County due to concerns about local consultation and project process.

All items passed by voice vote; commissioners said staff will proceed to implement the awards and report back on project timing and contract details.
