City rolls out PM Web to improve bond project management; modular rollout underway

A Capital Delivery Services representative updated the Bond Oversight Commission on the city’s Project Management Information System (PMIS), the PM Web product the city contracted in February 2024 for up to $5,000,000 over five years.
Presenter described PM Web as a modular, web-based system that will integrate project, program and portfolio data, pull information from existing systems (including financial systems, GIS and eCapri), and provide improved workflows, document management, estimating and more detailed scheduling. The initial modules (project records, daily progress reporting, quantity book updates and SharePoint integration) are in user-acceptance testing and planned to go live first; more complex modules (requests for information, change orders, submittals, punch-list management) follow in year two and scheduling/invoicing in subsequent years.
The presenter said PM Web will not replace existing systems but will integrate with them and emphasized the need for staff to maintain data integrity. “The tool is only as good as the information we’re putting in,” the presenter said, adding that periodic quality reviews and training are keys to success. Commissioners asked whether PM Web can show an asset’s history across multiple bond tranches and how the system will improve reporting; staff said it can and highlighted prebuilt reports and dashboards that will be useful to oversight efforts. The schedule for full scheduling functionality was described as targeting FY28.
No formal action was taken; commissioners agreed to work with staff on a reporting matrix and templates that would make bond project status more accessible to the commission.
