ATP staff told the board that the program will integrate public art across the light‑rail system and provide targeted business supports to help merchants stay open during construction.
Lisa Storer, ATP’s vice president of architecture and design, said the public‑art program will build an artist cohort, foster community engagement and establish governance, budgeting and stewardship for long‑term care. "We're implementing both permanently integrated and temporary artwork throughout Austin Light Rail," she said, and ATP has engaged Eisenhardt Studio for local art research and community grounding while recruiting an in‑house art program manager.
Frances Jordan, ATP public involvement manager, described a business‑support initiative that will create a needs assessment and convene focus groups to identify how to stabilize and promote small businesses before and during construction. Possible supports include business consultations, marketing assistance and partnerships to drive patrons to open businesses despite work zones.
Board members encouraged ATP to draw lessons from other cities and keep pedestrian access and protection for storefronts high on the priority list. Staff said they will share the needs assessment with the CAC and return with implementation details as they are developed.
